Several states made reservations or declarations that referred to the entirety of Article 2. Lesotho and Morocco stated that their constitutional stipulations provided for male succession to their thrones. Algeria stated that it was prepared to accept the provisions provided that the provisions did not conflict with national legislation. Egypt and Morocco stated that they were willing to comply as long as the obligations were not in conflict with Sharia law. Singapore noted that it could not abide by the articles that contained provisions that conflict with the religious values of some in Singapore. Bangladesh declared that it could not be bound by Article 2, while Libya declared that the article violates Sharia law. Malaysia stated that paragraph (f) was in conflict with Sharia law.

Some European states stipulated declarations concerning the obligations of Articles 19 and 22 of the ICCPR.28 They maintained that in accepting the obligations of the articles they did not abrogate their obligations made under a regional human rights regime. Article 19 guarantees free expression including the right to receive and impart information and ideals through any media of a person’s choice. Five states (Austria, Belgium, France, Germany, and Malta) declared they would apply the provisions so long as they do not come in conflict with the legal restrictions of Articles 10, 11 and 16 of the European Convention for the Protection of Human Rights and Fundamental Freedoms (4 November 1950).29 Italy, Luxembourg, Monaco, and the Netherlands reserved the right to have a licensing requirement for radio and television broadcasting. While Ireland “reserves the right to confer a monopoly on or require the licensing of broadcasting enterprises.” Article 22 enunciates the right of free association, including the right to form and join trade unions. The article does state that there are limitations to this right especially in the interest of public order. Similar to Article 19, some European democracies make declarations covering several articles, including Article 22. Four European democracies (Austria, Belgium, France, and Germany) acknowledged the rights enunciated in Articles 19, 21, and 22 so long as they conform to the provisions of the European Convention of Human Rights and Fundamental Freedoms.30
